Home Owners Association update?

If you read and answered my question (Home Owners Association Rights) I believe I failed to give you the background of the situation. Here is the question as I asked it and then followed by the explaination
" I am the new president of our hoa. I have adopted a problem of some owners not paying their assessments. I am looking at what I can do to motivate them sooner than if we bring about legal issues. In our CC&Rs I find that the parking is COMMON AREA. Even the reserved parking is common area. Can I tell owners that are very far behind that they can not park on our property? There is no such mention in the CC&Rs about this restriction other than the HOA has the right to assign and reassign parking spaces. Also we all share in water however each condo unit has there own shut off valve, can we change the CC&Rs so that we can cap the water to the unit and if we can, how do we go about doing this? I know we must take a vote and change the CC&Rs and I feel that will pass however are there companies who will CAP the water at the valve? Your input and suggestions are welcome and needed"
Now for my follow up to the people who thought I was a villan. We are a community of 16 units. Most pay in full and on time. The 4 who DONT are anywhere from 1000.00 to 2000.00 dollars behind and have no plans to pay. Because of this HUGE stran on our resoursces we have had our Common area electricty turned off and our water turned off. It seems that the city of Phoenix doesn’t share all your charitable feelings about unpaid bills. I am not a bad HOA pres and I am fair with everyone. Its not because these owners CANT pay…its because they dont care to because they no we can do just about NOTHING. We are bankrupt, we have about 100 in our account. Our water is again indanger of being turned off and our common area electricty has been off for near 2 months. Leins are great and I plan to to that but no one is planing on selling so a lein is just costume jewery on the problem. I need solutions to motivate the "deadbeats" who just refuse to pay. I dont mind towing cars and turning off water to these few people as they have caused our entire community electricty and water and soon we will have toi decide wether to pay our insurance or pay our water. The the REAL Tirents (the city) wont care of OUR situation and turn off the water for us ALL! so what are your comments now

Oh and as I mentioned in my first question. Of Course I will take a vote of ALL the condo owners before acting on the individuals who don’t pay

Contractor and my remodel?

Okay, I am buying a 560 Square Foot 1 bed/1 bath Condo and I want it updated when I close escrow in 3 weeks. I have made a list of what I want done below, my question is how much can I expect to pay a good contractor to get it done right and quickly excluding the cost of actual materials…So in other words what might be the ballpark figure I can expect to pay for labor?
P.S I live in Phoenix, AZ and Paid ,000 for the unit itself if that Matters!

Quaker, Parrotlet, or Pionus??

I currently own a very happy delightful male grey cockatiel, which I absolutely love & he loves me in return. I was thinking on getting another feathered friend for him while I’m at work and quiet for my condo neighbors. I feel ready to move up the parrot ladder. I am happy & eagar to spend time&interact with them when I am home. I currently do not have children, but in the future I will. I want to make sure they will be okay w/ children in the home later in life…in like 5+yrs. My main concern is if a quaker, parrotlet, or a pionus parrot would be the best for me & my cockatiel. Do these species get along with cockatiels? Are they loud like some conures? Can they be housed together? M or F? Lastly, anybody know someone who breeds these types of parrots in the East Valley of Phoenix? I would prefer a breeder tht comes recommended with reasonable $$ & in the same state. But if there is a GREAT breeder out of state willing to ship the bird, then okay. You get my drift :) (Or adoption)
Also, what would be the proper size cage to fit one of these parrots?
What would be a proper diet too?

I hope you don’t mind taking the time to answer my questions. I am doing my research before I get another parrot. My other main reason is I want to hear from pet owners themselves of these particular types of parrots. I have read all the facts about them, but housing, and actual experience is what I’m looking for. Thank you!
