Where is the best place to go to check applicant credit. also is it legal to check applicants background? if so do I go to the same place? what are the procedures and fees? thanks.

Goggle it to compare prices, and get the money from the applicants.
Check your local Chamber of Commerce. They may offer a membership where you can use their paid for system Otherwise they may now of a landlord’s association you could join
Cheapest background check… Clerk of Clarke for the town the said they lived in…click on pay fines and u’d see their records of criminal history
