I know some people say ill thing about UOP and profit schools. But they should know no one forces people to go there. Its just their name and quality of education they provide tends people to go there and study. I know they are bit expensive then other but nothing comes for free. If you need some other options on your list then go to http://www.thedegreeexperts.com/sd-bachelor-of-science-and-environmental-management-163.aspx .

As long as the college is accredited, your degree should be acceptable; especially for a government job. They lay out the requirements in the job posting and can't deviate from them.
In addition, how the heck do you do all that. When I was 22, I lived at home, worked part-time and still didn't finish my Environmental Health degree until I was 29. WoW! Good Luck!
